Acceptable use

Where CoAgnes may not be used, by whom, and for what. These are the policy's first lines, in brief. It will grow; every addition will carry its date and a new version.

§What it covers

CoAgnes's own parts, components and systems, and only those: these sites, CoAgnes Lab, hosted services, software as CoAgnes distributes it, learning material as CoAgnes serves it, and assemblies under an agreement with CoAgnes. That includes CoAgnes wherever it implements the NestVM specifications. It does not reach back to the original NestVM resources, which keep their own terms.

§Territory and ties: the Russian Federation

• Territory. No part of CoAgnes may be made available, or be put to use, in the territory of the Russian Federation — for private, research, governmental or any other need or purpose.
• Ties. Nor may any part of CoAgnes be used by a person or an organisation directly tied to the Russian Federation: directly affiliated with one of its government bodies or political parties; in a direct legal relation — trade relations and any other legal relations included — with the Russian Federation or with a structure legally affiliated with it; or, for a legal entity, having among its founders or its investors a person or an organisation so tied. Relations that exist only by virtue of international treaties of a general political character are not a tie in this sense.
• Direct ties only. A tie that is only indirect is not within this policy: every company is, one way or another, indirectly linked.
• Wherever they are. This holds regardless of where such a person, organisation or structure is located, and of where they seek access from.
• By example. A company in the United States that trades with the Russian Federation may not use the service. An internet provider that provides access to the Russian Federation, in any form, may not use any part of the system. A company with a founder or an investor so tied may not use the service. A company whose only link is that it deals with someone who in turn deals with the Russian Federation is not within this part; nor is a company founded abroad by people who come from Russia and hold no such tie.

We do not segregate by language, by nationality or by citizenship — only by structures and ties. A person outside that territory and without such ties is not within this part of the policy.

§Prohibited applications

No part of CoAgnes may be applied to the development of any component of a biological weapon, or of an offensive weapon of mass, indiscriminate effect. This part of the policy will be extended.

§Automated access

We refuse every automaton we have not approved. Approved today: Google and everything Google-associated, OpenAI, Anthropic, Perplexity and Slack; Bing — and through it DuckDuckGo and Copilot — DuckDuckGo, Apple and Common Crawl; Facebook, WhatsApp, LinkedIn and X for link previews; and, explicitly welcome, the collectors that gather text for model training in China, wherever they can be clearly identified. Each host's robots.txt names them, and asks every other crawler, fetcher or agent to stay away. Yandex's robots are refused by name.

§How it is held

• These sites are closed to requests that geolocation services place in the Russian Federation; they are closed to North Korea as well.
• Software that CoAgnes distributes is obtained only after registration, and registration is open only to those who accept this policy, by its version.
• Ties and intended applications cannot be read from a request. They are held by the terms of registration and of agreements, and by refusal, or termination, once a breach is known.
