How does happened differ from declared?
Happened marks what the release reports as a completed event — a revenue figure for a closed quarter. Declared marks what the company says it intends — two plants in 2027. Telling the two apart is the purpose written into the Cell's charter, and it is the whole craft of reading a press release: an announcement of a plan is a fact about the announcement, not about the plants.
The machine recommends accept with 0.90. Why is the decision still mine?
